WhatsApp Cloud API pricing
With conversation-based pricing, WhatsApp Business Platform conversations fall into 2 categories with different prices:
- User-initiated: a conversation started in response to a user message. Whenever a business replies to a user within the 24-hour customer service window, that message is associated with a user-initiated conversation. Within that 24-hour window, businesses can send free-form messages.
- Business-initiated: a conversation started by a business that sends a message to the user outside the 24-hour customer service window. Messages that open a business-initiated conversation require a message template.
All conversations are measured in fixed 24-hour sessions. A conversation starts when the first business message is delivered, whether on the business's initiative or in response to a user message, and ends 24 hours later. Businesses and users can exchange as many messages as they want, including message templates, within the same 24-hour session, at no additional cost. Each 24-hour session generates a single charge.
The price varies according to the recipient's geographic location. Sending messages to users in India costs comparatively less than sending them to users in the US.

Sessions
All conversations are measured in 24-hour blocks, or “sessions”, as we will call them here. A session starts whenever the business sends the first message, whether in response to a user message or through the delivery of a message template sent on the business's initiative.
Policy
The policy requires the use of a message template whenever a message is sent to a user more than 24 hours after the last message. At that point, a new session starts.
If you send a free-form message outside the customer service window, you are out of policy and the delivery of that message will fail. Even so, this opens a business-initiated conversation, which may be charged.
Free messages in the first 1,000 sessions
The first 1,000 conversations each month are free. If you want to send more than 1,000 conversations, you need to add a credit card to your account.
In addition, Facebook offers a free test phone number for each app. With a test number, it is very easy to create a WhatsApp demo bot and also take advantage of the free messages of the first 1,000 sessions for onboarding customers.
Note that the free messages of the first 1,000 sessions are offered at the WABA level. If you have several numbers in the same WABA, they all share the same limit of 1,000 free sessions.

Free entry point conversations
Conversations are not charged when users send messages to businesses using call to action buttons in ads that click to WhatsApp or call to action buttons on a Facebook page. Free entry point conversations can only be started by the user. The first conversation that starts at the entry point is free, and subsequent conversations with the user are charged.
Standard pricing applies to ads that click to WhatsApp. The conversation started from the ad is free, but not the ad itself.
